CONDITIONS OF ENTRY IN THE HERD BOOK (REGISTRATION)

This sets out the conditions of entry of cattle in the Herd Book of the Association.

2.1 Herd Book Entries:
Any "Breeder" may at any time apply to have any or all of his cattle entered in the Herd Book.
All entries will be subject to the decision of the Council as to their eligibility for inclusion.
No animal will be accepted for entry in the Herd Book unless:-

Both dam and sire are already entered in the herd book or some other herd book recognised by the Association, or the animal has complied in all respects with the Association's provisions for upgrading unregistered animals (See 2.2); and the Breeder has completed and returned a Calf Entry Return in respect of the animal or animals in accordance with Section one of these Regulations, except where otherwise provided in the Association's provisions for upgrading unregistered animals (Section 2.2) and in the case of an imported animal, Section 6.1 of these Regulations has been satisfied; and the application is on the Association's official printed form and is either typewritten or in ink. Any forms not correctly filled in may be returned for completion; and the Breeder has paid the entry fee and subscription set by the Council pursuant to Rule 7 of the Association's rules.

Deadlines for entry into the herd book (Registration).

All males should be registered in the herd book (if the owner desires to register) on or before the 31st of October of the second year after birth.
All females will be automatically registered as two-year-olds unless the office is advised otherwise by the Breeder.
Animals may be registered on or before the 31st October of the third year after birth at double rates (See schedule of fees). After 31st October in the 3rd year after birth no animal may be registered in the herd book except by resolution of the Council.
No progeny born after the 31st December in any year will be accepted for entry in the herd book for that year.

2.2 Provisions for upgrading of unregistered cattle
The Council will consider applications for the upgrading of unregistered cattle so that their descendants may be included in the Association's Herd Book provided that:
The animals concerned are from a recognised purebred Angus herd which has a well established reputation for quality.
The applicant agrees to make advance payment of Inspection fees based on the number of animals proposed for upgrading.
The applicant undertakes to meet the cost of verifying pedigrees and other records to the satisfaction of the Council.
The applicant seeks membership of the N.Z.A.A., and accepts all contingent obligations and responsibilities.
The applicant understands and accepts that N.Z.A.A. will have equal ownership rights to that of the applicant for genetic material collected in the course of the upgrading procedure, and these rights will extend to any information derived therefrom.
The Council is satisfied that the application is potentially beneficial to the Association and its members.
The Council may decline any application without giving reasons for doing so, or may impose a separate fee in addition to fees and costs outlined in Section 2.2.1(ii) and 2.2.1(iii), reflecting a value for registration(based on the cost to existing members.)
Following acceptance under clauses 2.2.1 and 2.2.2 above:
The applicant will forward all documentation relevant to identification and pedigree to the N.Z.A.A. Office.
The Council will arrange for two inspectors to view the animals.
Upon Inspection, only those animals which may be clearly identified as those described in documents already provided will be considered further.
Animals which are not of a phenotypic standard at least equal to "Approved" (as defined in Section 4.) will be rejected at this point. Genetic material from those remaining will be collected by or under the supervision of the inspectors.
The Council will proceed to verify pedigree information of the remaining animals by whatever means it considers appropriate. Where records are found to be inaccurate the Council may without giving reason for doing so, reject all or any cattle from being given Accepted status as referred to in Section 2.2.4.
Animals which remain in contention following the procedures included in 2.2.3 will be classed as "Accepted" for upgrading and will be recorded as such by the N.Z.A.A..
The progeny of animals granted "Accepted" status as referred to in Section 2.2.4 shall be inspected according to the same criteria as contained in Section 2.2.3.
Progeny of Accepted animals may not be fully registered and entered in the Herd Book unless they have at least two complete preceding generations of either "Accepted" or "Registered" cattle in their pedigree.
Animals entered under these provisions and having either parent not previously recorded in the Herd Book will be entered with an asterisk immediately to the right of the Society Identification.

2.3 Audit of the Association Register
If any irregularity is discovered relating to any entry in the Herd Book then the Council may at it's discretion, cancel the entry.
The Council shall not be required to accept an entry in the Herd Book while it has any doubts as to the breeding of the animal concerned.
Council may at it's discretion, remove from the register, any animal considered to put at risk the health or reputation of the Angus breed.
